The U.S. Senate will be taking action in July on two important bills that have the potential to deliver tens of millions of dollars in disaster relief and energy grants to our synagogues and day schools.

FEMA Disaster Relief for Houses of Worship
The horrific damage caused by last year’s Superstorm Sandy left many New Jersey and Long Island synagogues in desperate need of federal disaster relief. Unfortunately, the Federal Emergency Management Agency (FEMA) has yet to award a single penny to our damaged communal institutions because of their designation as houses of worship. In July, Senators Kirsten Gillibrand (D-NY) and Roy Blunt (R-MO) will introduce legislation to direct FEMA to designate all houses of worship as eligible entities for federal disaster relief.
Led by the efforts of OU Advocacy, the House of Representatives passed a similar bill in March, sponsored by Rep. Grace Meng (D-NY) and Rep. Chris Smith (R-NJ) with overwhelming bi-partisan support.
We must take action now to ensure that the Senate passes its version and makes this funding a reality for our synagogues in most need of assistance.
Energy Efficiency Grants for Nonprofit Buildings
The Nonprofit Energy Efficiency Act (S.717), sponsored by Senators Amy Klobuchar (D-MN) and John Hoeven (R-ND), would create a $50 million per year grant program in the Department of Energy for nonprofits to upgrade the energy efficiency of their buildings. This proposal is modeled after the Nonprofit Security Grant Program (NSGP) that, for the past five years, has increased the safety of countless synagogue and day schools across the country. July will be a crucial month as the bill is considered for inclusion in the Shaheen-Portman energy bill, The Energy Savings and Industrial Competitiveness Act of 2013.
