I am writing to urge you to support the Defending Education Transparency and Ending Rogue Regimes Engaging in Nefarious Transactions (DETERRENT) Act. 

This bill is critical to exposing the nefarious influence of foreign governments—particularly Qatar—on American college campuses.

For years, hostile foreign actors have poured billions of dollars into our universities, using their financial leverage to shape curricula, fund academic programs, and push propaganda that fosters antisemitism and anti-American sentiment. Qatar alone has sent hundreds of millions of dollars to U.S. universities, funding Middle East studies programs that distort history and push an agenda hostile to Israel and Jewish students. 

The results are now impossible to ignore: Jewish students are being harassed, professors openly justify terrorism, and our institutions have become breeding grounds for radicalism.

The DETERRENT Act will help end the secrecy surrounding this influence by:

• Lowering the reporting threshold for foreign funding from $250,000 to $50,000

• Mandating full disclosure of all funding from hostile nations like Qatar.

• Penalizing universities that fail to comply.

• Creating a public database so Americans can see who is bankrolling our institutions.

The last time similar legislation advanced in the House, 31 Democrats joined Republicans in supporting transparency and accountability. 

This is not a partisan issue—it is about protecting American education from foreign influence that promotes antisemitism and undermines our values.

I urge you to take a stand for Jewish students, for academic integrity, and for national security by supporting the DETERRENT Act.
