I am writing to urge you to support the bipartisan Taylor Force Act (S.1697) introduced last year by Sen. Lindsey Graham (R-S.C.). The Taylor Force Act conditions U.S. economic assistance to the Palestinian Authority (PA) on the PA ceasing its practice of paying financial rewards both to terrorists who commit acts of violence against Americans and Israelis – as well as lifetime stipends for the terrorists’ families.
This system of ‘pay for slay’ is codified in detail in Palestinian law. In 2017, the PA allocated $344 million in payments for tens of thousands of terrorists and their families from a decades-old ‘martyrs’ fund. The payments amount to seven percent of the PA’s overall budget and half of the PA’s foreign aid for the year.
As part of this scheme, the PA pays terrorists monthly salaries as high as $3,429; the greater the violence, the greater the financial reward. Imprisoned terrorists can receive bonuses of as much as $25,000; upon their release, the terrorists are typically given priority civil service jobs. Terrorists’ families receive lump sums as well as life-long monthly stipends and other support.
The legislation was named for Taylor Force, a 28-year-old Vanderbilt University graduate student from Texas who was stabbed to death in Jaffa by a Palestinian terrorist in March 2016 while on a class trip. Ten others were injured in the attack. A graduate of West Point Military Academy, Force was a U.S. Army officer who did tours in Iraq and Afghanistan.
The Taylor Force Act will suspend future U.S. financial assistance to the West Bank and Gaza until the U.S. Secretary of State can certify to Congress that the PA is taking credible steps to end acts of violence against Israelis and Americans and has stopped paying for such acts.
The House unanimously approved the Taylor Force Act in December, and the Senate is expected to vote on it in the coming days. I urge you to take a stand against Palestinian terrorism and vote in favor of this legislation.
