Thank you for your commitment to education in Pennsylvania. I am writing as the budget process moves forward and hope you will keep in mind all students, particularly in the areas of School Safety, Scholarship Tax Credits (EITC and OSTC) and health services.
As you assess school safety proposals, I respectfully ask you to keep all students in mind. A policy that excludes nonpublic schools does not fulfill a commitment to keep all kids safe. Each proposal is valuable and I hope all students will be included. I also encourage you to consider expanding the Safe Schools Targeted Grants Program, as it would provide for a variety of grant offerings to allow schools to choose which program is best for them, whether target hardening, security personnel, or mental health services. Public and nonpublic schools should have access to the variety of grants offered, and funding should not be as limited as in recent years to necessitate extreme competition between vulnerable schools.
The EITC (Educational Improvement Tax Credit) and OSTC (Opportunity Scholarship Tax Credit) programs provide much needed scholarships for students with financial need. These programs are important to me. I encourage you to support a strong, sustainable EITC and OSTC program.
Lastly, I encourage you to support student health by approving an amendment in the School Code that would require school districts to provide the nursing services already entitled to nonpublic schools by law.
